This issue happens on all platforms.
weston could not start without monitor connected, and reported:
compositor: using new vt /dev/tty8
No currently active connector found.
failed to create output for /sys/devices/pci0000:00/0000:00:02.0/drm/card0
failed to create compositor


Reproduce steps:
----------------------------
With no monitor connected
1. start weston
