I'll try with an older Mesa and report back...

FWIW, during Weston 1.3 release cycle testing I used Mesa 9.2 and subsurfaces
was working fine.

Ugh, not good.  I use i965 driver, too.

I'm using cairo-glesv2 for toytk.
