Weston willingly configures and compiles with older libxkbcommon libs (e.g.
0.2.0).  However, when executing Weston, the weston-desktop-shell and
weston-keyboard child processes crash because libxkbcommon is too old.

The weston configure.ac currently doesn't restrict the xkbcommon version.  But
it probably should be more strict by checking for libxkbcommon >= 0.3.0.
