I've just posted a libinput patch-series to wayland-devel which fixes your
use-case. At least it does for me, feedback appreciated.

Note this does not differentiate between scrolling and pointer motion, it
simply turns all motion into pointer motion when a clickpad is clicked (at
least for now).
