When the DRM pageflip timestamps are not supported, it seems the DRM pageflip
events carry zero as the timestamp, and probably also the vblank counter does
not work. Weston needs to detect this situation and abort.

All animation in Weston rely on the pageflip timestamp, including the fade-in.
If the timestamps do not work, the fade-in never advances, leaving the screen
black. This also affects applications through the frame callback argument, and
makes the future Presentation extension useless.

The situation was encountered in bug #75761.
