What's so special about the turkish keyboard? Are you using some input method
services that make it work on X11?

Have you configured the keymap in weston.ini when you run Weston? See KEYBOARD
section in weston.ini man page.

If the problem in Weston can be solved by editing weston.ini, then the issue in
GNOME is likely similar: keyboard configuration.

However, if you actually need an input method to type those characters, well...
that probably needs more work all over.
