The kcm_touchpad module (KDE touchpad configuration) has a notification
mechanism to display when the touchpad is enabled/disabled. Makes sense from a
UI POV.

We have an option to disable the touchpad whenever an external mouse is plugged
in, but this is done silently. A caller would have to poll the state whenever
they see a new device to make sure the touchpad is on/off.

Do we need a notification event here?
