run libinput-debug-events and check what the output values are when you move
the wheel. Are they still 15?
Note that MOUSE_WHEEL_CLICK_ANGLE is not a configuration item, it's supposed a
property describing the physical hardware on your device, specifically the
angle your mouse wheel moves per click. There is no guarantee that the
behaviour stays the same across libinput versions.
Setting it to -1 means the wheel is mounted the wrong way round, and only moves
1 degree per click. That's... unlikely.
If you want to increase the scroll speed of the wheel, you should do this in
the respective toolkit settings.
