(tl;dr of the linked bug: XKB itself defines a way to interpret consumed
modifiers, which xkbcommon follows. GTK+ copied the Xlib source to do this and
changed the semantics, but doesn't use this method for the xkbcommon backend,
as we don't expose enough of the keymap to let you do that.)
