Sorry, I'm a bit confused - what feature do you want again?
disable-while-typing can be disabled, but the device properties show it's still
enabled on your machine, so whatever you toggled it didn't have an effect.

the option "disable touch and scroll only" doesn't exist in libinput, that's a
synaptics leftover. tbh, plasma shouldn't show you this option if it's not
hooked up to anything but that's UI issue.
