standalone demo
gcc demo.c `pkg-config --libs --cflags gtk+-3.0`
./a.out
two toplevel windows. one with the "foo" button is in the foreground, click on
it and the other window is not brought to the front under wayland, but it works
fine under X.
This is seen in real life with two LibreOffice documents open and using the
"Window" menu to select another document.
