Also affects me with the same behavior as showed in your video.

The same happens when dragging items (like images) from Firefox to Nautilus,
either to a folder window or to the desktop - in this case, the cursor gets
stuck in the "hand cursor" when it is over Firefox window, like it is when the
cursor is over the desktop in the video.

When dragging files both from and to Nautilus, killing Nautilus makes the mouse
cursor work again. When dragging from Firefox to Nautilus, killing Firefox also
solves it. 

I am running Ubuntu 17.10 fully updated as of the time of this comment,
Nautilus version is 3.26.0.
