I can confirm this bug. I've also found that it appeared in libinput-1.10 and
does not exist in 1.9.

My hardware (Lenovo ThinkPad T420) also does not have ABS_MT_PRESSURE, so can't
help with that, but I've recorded the bug with evemu (didn't touch touchpad
while scrolling):
