Found good reproducing case:

1) install Unity Editor from location:
https://beta.unity3d.com/download/170f0691b973/UnitySetup-2018.1.0f2
2) launch Unity Editor
$ Unity-2018.1.0f2/Editor/Unity

After it happens described bug
