I have the same problem.
Kernel: 4.18.5-arch1-1-ARCH
OpenGL version string: 3.0 Mesa 18.1.7
xorg-server-xwayland 1.20.1-1
Google Chrome Version 69.0.3497.81 (Official Build) (64-bit)

Adding --disable-gpu-driver-bug-workarounds fixes it but spams
"ERROR:gl_surface_presentation_helper.cc(115)] GetVSyncParametersIfAvailable()
failed!".
