Allow building without libwacom
Using meson -Dlibwacom=false doesn't work because the later referenced
dep_libwacom is not defined.
Trivial fix is to just init a dummy in that case, e.g.
dep_libwacom = declare_dependency()
or
dep_libwacom = []</pre>
