<pre>Since some touchpads are unusable without hysteresis in its current form, and
some are unusable with it, that implies to me that this needs to be
configurable, either by the user (preferred), or by device property
introspection so we can let libinput determine based on the hardware when
hysteresis needs to be on.</pre>
