<pre>circular scrolling is currently not implemented in libinput, so there's no
option for it. And tbh, I don't really have any plans of implementing it. It's
a niche feature, makes the touchpad handling code even more complicated and
it's not overly reliable, at least not on all devices. sorry.</pre>
