Make error when compiling mesa

In src/egl/main/Makefile i put the include path for gbm.h outside of the
if-statements. That solved the problem. Here is the
bugreport:https://bugs.freedesktop.org/show_bug.cgi?id=40443. Either
the buildinstructions on
wayland.freedesktop.org or the Makefile has to change.
