[PATCH 0/6] Publican documentation integration

This adds a docbook tree hooked up to build with publican. Default make will
build both html and pdf.

The make distchecks hooks aren't pretty at all and for some reason it tries
to build the documentation every time, even if nothing changed. So it's not
perfect yet but that should be fixable.
