I don't think this is a fair assumption. Instead, I believe the clock
format should be configurable.
Perhaps a format string (similar to one the date program takes) could be in
the config file, with
a hard-coded default.

Is the area properly damaged so only the part that changed is repainted?

Yes, I agree with this. I don't see any reason to have a rectangle since
the text can be read fine without it.
