At least new API should be no problem. Which API you feel might change
still? For instance, I don't believe that the input_panel_surface
interface is complete yet.

Not quite, in Weston's repository, there is clients/weston-simple-im.c
at least. And Jan Arne is currently looking at ibus integration, too.
