[PATCH] Add option to not install wayland-scanner

I compile wayland for both 32bit and 64bit concurrently but unfortunately
the 32bit wayland-scanner always took precedence over the 64bit one

I worked around this by disabling the 32bit build of wayland-scanner

This had the unforeseen issue of creating different headers between the
32bit and 64bit builds as a stale wayland scanner was being used to create
the 32bit version

This is what happened in bug

I've created a patch that adds a new option to only disable the install of
wayland-scanner which fixes things for me

I'm not sure how much appetite there would be in including this upstream
but it's a small patch that I don't see causing much harm
