I'm happy with this (by which, I mean v2 which introduces the stubs).
It doesn't impact existing codepaths, has seemed quite stable in
testing to date, and while there are some XXX/FIXME notes, these don't
impact non-EGL usage or require API/ABI changes to fix up later.
