[PATCH weston 0/5] desktop-shell tweaks for maynard shell

These patches were written in the development of the Maynard desktop
shell client for the Raspberry Pi:

They're quite simple and deal with:

 1. fixing weston_move_scale_run() after it was broken a while ago,
 2. putting the panel somewhere other than the top in desktop-shell,
 3. making sure animations always run regardless of repaints,
 4. a small aesthetic tweak.
