wl_surface.attach with NULL wl_buffer behaviour

This applies only to xdg_surface, and perhaps other roles that
explicitly define it to be an error.

I believe we want to keep this core protocol definition as it is
already carved in stone. New extensions can make their own rules, but
whether they should is a whole another matter.
