You may (should?) use $with_udev_rules_dir here. Furthermore, you should
handle the --without case with something like that:

udev_rules_dir_default=$libdir/udev/rules.d
AC_ARG_WITH(udev-rules-dir,
             AS_HELP_STRING([--with-udev-rules-dir=DIR],
                            [Directory where udev expects its rules files
                            [[default=$udev_rules_dir_default]]]),
             [],
             [with_udev_rules_dir=yes])
case "$with_udev_rules_dir" in
     no|"") AC_MSG_ERROR([You must define an udev rules directory]) ;;
     yes) udevdir=$udev_rules_dir_default ;;
     *) udevdir=$with_udev_rules_dir ;;
esac

Please use that only:

udevdir=$(UDEV_RULES_DIR)
dist_udev_DATA = 80-libinput-tablet.rules
