Just realised you might be talking about cross environments.  Because the
cost of building the scanner for the target is minimal, simplified build
systems are always better than complicated ones with more options, and by
not building it you forbid anyone building Wayland-related code on the
target.  The alternative of always building the target scanner likely
doesn't impact the build time and by packaging it in a development package
alongside the headers and data files it won't get installed in production
images.
