Ahhah, sorry, this question had stuck in my long-time backlog.
I think Weston master can well depend on libinput master, if there is a
way to do a configure check for "libinput master". E.g. the same way
Weston can depend on libwayland 1.x.90 which basically means a dev
snapshot.
If libinput does not provide for such a version check, it's a bit more
awkward...
For general convience, I'd avoid depending on master, unless it's
important for e.g. testing the depended-on software or for weston's own
functionality.
Hrm, looks like I just wrote an elaborate "whatever makes sense"
reply. :-)
Strict policy either way is not good.
