[ANNOUNCE] wayland 1.12.91

Here's the alpha for the upcoming 1.13 release.

In addition to a range of bug fixes, this adds some API for controlling
the visibility of globals and numerous documentation additions and
improvements.

A schedule going forward looks like:

  √ Alpha (1.12.91) on Tuesday, January 24th

  - Beta  (1.12.92) on Tuesday, February 7th

  - RC1   (1.12.93) on Tuesday, February 14th

  - 1.13.0 on Tuesday, Feb 21st at the earliest
