[PATCH weston v4] buildsystem: add missing pkg-config stub for libweston uninstalled

Hi Reynaldo,

I was going to land this today, but noticed it gets the library 
directories wrong.  The .so files are in the top build directory, but 
the -uninstalled.pc file sets -L to the directories where libweston and 
libweston-desktop object files are built instead.

How about a v5? :)
