[ANNOUNCE] libinput 1.15.3

libinput 1.15.3 is now available. The main change here is an end to the
regressions we've seen since 1.15.1 caused by the code to adjust the slot
count. This code had side-effects on multiple devices (including identifying
an issue in libevdev) but since it's only needed on serial ALPS devices, it
is now restricted to ALPS devices only.

Two coverity fixes, some minor fixes with libinput record/replay and a fix
for the test suite. Everything else is CI-related.
