libinput 1.17rc2 is now available.

One (anticipated) change to the new tapping code: 2/3 finger tap-and-drag
requires that the actual drag operation is done with one finger only. So in
the default config, a 2 finger tap followed by a 1 finger drag produces a
right-click drag.

The documentation now has the set of distribution-specific build
dependencies, see
https://wayland.freedesktop.org/libinput/doc/latest/building.html
This has been requested many times but now that it's generated from our CI
config we can do without having to worry about it going stale.

Other than that, not a lot of changes that stick out, the usual pre-release
doc fixes, test suite cleanups/fixes, and device-specific quirks.

I expect this to be the last RC before the 1.17 release.

As usual, see the git shortlog for details.
