This is the beta release for Weston 13.0.0.

The following changes have been added since the alpha release:

      color-lcms: unref stock sRGB cprof instead of directly destroying it
      color-noop: make use of xalloc helpers
      color-noop: add stock color profile
      color: add get_stock_sRGB_color_profile() to color manager
      color-lcms: extract color characteristics even when output cprof != NULL
      tests/color-metadata-errors: add mock stock sRGB color profile
      color: do not use NULL as stock sRGB color profile

      libweston: Ignore subsurface offsets
