[ANNOUNCE] Weston 14 release schedule

Hi all,

We haven't had a new release in a while so I'd like to propose
the following release schedule for Weston 14.

- Alpha: August 7th (in 2 weeks)
- Beta: August 14
- RC1: August 21
- First potential final release: August 28 (in 5 weeks)

If there's something you'd like to see landing before that then please
let me know or use the Milestone 14 tag. Reminder that minor features
can land until beta, for major ones that needs to happen before
alpha, and after that only bug-fixes are accepted.
