Is libweston capable of starting within a 1 second in initrd/initramfs or from a direct to rootfs boot

I noticed a thread "Trying to reduce boot time for weston and logo from weston"
I am looking at a similar requirement making a libweston-based
compositor start within 2 seconds.
But allocating 1 second for firmware/bootloader initialization, that
leaves 1 second allocated for Linux and libweston to start.
Do people believe libweston is capable of this on modern hardware, has
anyone achieved results close to this with libweston?
