Golly. Looks like you've got a lemon.

er... I have 0.15.0, but I wouldn't have expected that to make a big
difference. Perhaps your autoconf installation is too old? I'm guessing
pretty wildly at this point. The only thing I'm sort of confident of is
that the invocation of the PKG_CHECK_MODULES m4 macro is not being
substituted like it should be, so the configure script is being
generated wrongly.
