[Xcb] xcb-util configure.ac

Both at home and at work I didn't have gperf, but the apparent success
of xcb-util's configure.ac made me think everything was okay until the
compile step, when it failed. What do people think of the attached
diff? It'll stop the ./configure if it can't find gperf.
