They are correct.   That is an alpha draft of the X11R0 protocol specs
and should not be used for any purpose.   X technologies are generally
not documented in RFC's.

The X Consortium has been replaced by the X.Org Foundation.
The website is still http://www.x.org/ and the protocol specs are
included in the X.Org software releases.   In the monolithic trees
(X11R6.9 and earlier) look in xc/doc/specs.   In the modular trees
look in the doc/xorg-docs module.
