Installation with a existing installation of libxcb0-dev gives:
Unpacking libxcb1-dev (from .../libxcb1-dev_1.0-1_i386.deb) ...
dpkg: error processing /var/cache/apt/archives/libxcb1-dev_1.0-1_i386.deb (--unpack):
 trying to overwrite `/usr/lib/pkgconfig/xcb.pc', which is also in package libxcb0-dev

libxcb1-dev should be set to conflict with and replace libxcb0-dev.
