[Xcb] [PATCH x2] Add protocol descriptions for GE and XFree86VidMode

These two patches add protocol descriptions for Generic Event Extension
and XFree86VidMode.

For xf86vidmode, I wish we had <pad align="4">. On the other hand, I
really hate to add more to the DTD. This version uses <op> to do dynamic
padding.
