Jamey is still quite active in the open source and Debian worlds. He just visited the Linux conference in New Zealand, in fact, and he is still there on vacation without his laptop (back Feb 7). However, Jamey has notoriously bad email habits. He tends to accumulate several thousands of backlog emails, what with all the popular open source projects he contributes to, with which he catches up a few times a year. He also will be ramping down on a commercial contract soon, so he'll have more time to devote to his open source projects shortly.
For time critical issues, it is almost always worth CC:ing one of his dev friends, like Josh Triplett or Bart Massey. Heck, he'd probably respond faster to snail mail!
