[Xcb] Splitting xcb-util

Hello,

As part of this splitting, I was thinking to introduce something similar
to  xorg-macros  which would  contain  xcb-macros.m4 (containing  common
macros currently  in libxcb/acinclude.m4 and  xcb-util/configure.ac) and
doxygen   configuration   file  (merge   of   files   from  libxcb   and
xcb-util). However, I'm not sure where to put xcb-util-common... IMO, it
could added to this  package as well as it could be  useful to libxcb at
some point?

This could look a bit overkill to add a specific package (just) for that
but I think it will be needed at some point, especially as more and more
features get added to xcb-util.
