[Xcb] Are the util-common-m4 submodules relative on purpose?

This is how it should be. If someone makes a copy of xcb-util in the
people.fdo
user repo, it will not work as the relative position is now wrong. Same
goes
if any of the repos is moved in a way that makes the relative position
incorrect.
