[Xcb] [PATCH] autogen.sh: verify that git submodules are initialized

Hi,

since I got bitten by this *again*, I thought I’d add a helpful error
message in case one checks out e.g. xcb/util-keysyms without explicitly
initializing the git submodules.

I suppose this patch could be applied to other repositories as well, but
let’s start with xcb/util-keysyms. What do you think?
