[Xcb] [RFC v-1] API with 64bit seq. and more love for requests

That's part of why we never got a library: toolkits all seem to want
to implement their own event handling anyhow. There would be benefits
to having a shared event queue library instead of per-toolkit ones,
but apparently not compelling enough ones that people wanted to do it.
