I am having this issue in Manjaro (Archlinux based) with Plasma 5.

I can reproduce the issue easily with 
xset dpms force off; sleep 2; kdialog --passivepopup foo 5

Changing to DRI2 fixes the issue.

Should I file a separate bug report?
