 It appears that XCB_ATOM_WM_TRANSIENT_FOR sets up closer to what I 
describe, but there seems to be issues with can raise 'topmost' above 
'child'. I do believe this is window manager issues where maybe 
wm_group or setting a fake root may solve. But this is something I 
believe is beyond the topics for this list.
 So I like to 'close' this question and say sorry for interruption.
