[Xdevconf] X Protocol spec at x.org

Wouldn't it make sense for x.org to host a copy of the things like the X
Protocol specification and the xlib API, etc? Right now these kinds of documents
seem to be scattered all over the place. I'd much prefer a nicely linked HTML
version instead of PDF.
