Localization

Interesting, you have good points that the localse might not be
insignificant. And it sounds great that you have plans for having it being
handled automatically.
So what is the supposed workflow for a case like:
https://www.libreoffice.org/download/flatpak/

1. Libreoffice proivides a flatpak bundle
2. The user clicks the download button on the page.

Currently step 3. is to do a lot of commandline stuff, and possibly install
the locales manually. But in the future?
3. Gnome Software Opens?
4. User clicks on "Install" and Gnome software installs the flatpack and
fetches the relevant locales for the system using the repository linked in
the bundle?

Should the locale magic really be done in gnome software, making it behave
fundamentally different than the command line?
